JUSUR SYSTEM

The Journey of Transition

Progress happens through transition. Our bridge system carries every partnership from the right connection to meaningful impact — and names who is accountable at each crossing.

01

Connecting

Bringing talent, organizations, and opportunity together with purpose — starting from your operating reality, not from a generic template.

02

Building Trust

Strengthening every relationship through governance, transparency, and accountability, so obligations are documented before they are tested.

03

Reaching Impact

Turning trusted partnerships into sustainable growth and institutional value that outlasts any single engagement.

One system. Three crossings. Every engagement follows it.

WHAT WE ENABLE

Workforce solutions built for large‑scale ambitions.

Four connected capabilities, delivered as one accountable engagement — so every organization we work with knows exactly who is responsible, for what, and by when.

01

Workforce Solutions

Headcount plans that move faster than an internal hiring function can deliver.

  • Workforce design and role mapping against your operating plan
  • Sourcing, screening and selection with documented criteria
  • Contracting, onboarding and payroll administration

Governance & Compliance

Labour-law exposure that only becomes visible during an inspection.

  • Employment contracts issued and documented on the Ministry’s platforms
  • Wage protection and social insurance registration handled end to end
  • A board-approved policy framework with internal audit behind it

Strategic Representation

Too many counterparties standing between your operation and the people doing the work.

  • One accountable interface for the whole engagement
  • Stakeholder and authority liaison on your behalf
  • Structured reporting written for your management, not for us

04

Talent Mobilization

Capability that exists somewhere else and has to arrive on site, ready to work.

  • Mobilisation and demobilisation planned against your schedule
  • Accommodation, transport, and site-readiness coordination
  • Replacement and continuity cover agreed in the contract

SECTORS WE SERVE

Built for the organizations shaping Saudi Arabia’s future.

Workforce requirements differ by sector far more than they differ by size. These are the operating environments our model is designed around.

  • Government & Public Sector
  • Holding Groups & Enterprises
  • Infrastructure & Construction
  • Industrial & Manufacturing
  • Facilities Management
  • Healthcare
  • Hospitality
  • Retail
  • Logistics & Transport
  • Energy & Utilities

Working in a sector that is not listed? The model adapts — tell us the operating context.

HOW WE WORK

Five stages. Nothing improvised.

Every engagement runs the same route, whatever its size. You always know which stage you are in, what it produces, and what happens next.

    Discovery

We map the requirement against your operating plan, your regulatory position and your timeline.

    • Requirement brief
    • Risk and compliance review
  2. 02

    Workforce design

Roles, structure, contracting model and cost are set out before anyone is sourced.

    • Role and grade map
    • Commercial and contracting model
  3. 03

    Mobilisation

Sourcing, selection, contracting, documentation, and arrival — sequenced against your schedule.

    • Mobilisation plan
    • Documented onboarding
  4. 04

    Governance

Payroll, wage protection, social insurance and platform records are maintained and evidenced.

    • Compliance record
    • Service reporting
  5. 05

    Review

Performance, cost, and risk are reviewed with you on a fixed rhythm, and the plan is adjusted.

GOVERNANCETRANSPARENCYACCOUNTABILITY

GOVERNANCE & COMPLIANCE

Regulated work, done the regulated way.

Workforce services in the Kingdom sit inside a defined regulatory frame. We treat that frame as the design brief for how we operate — not as paperwork applied afterwards.

Ministry framework

We operate under the Recruitment Practice Rules issued by the Ministry of Human Resources and Social Development, including the internal-regulation and policy requirements they set for licensed providers.

Saudi Labour Law

Employment terms, working hours, leave, end-of-service entitlements and termination follow the Labour Law and its implementing regulations — written into the contract, not left to practice.

Wage protection

Salaries are paid through the banking system and reported under the Wage Protection System, so payment is evidenced month by month rather than asserted at review time.

Platform integration

Our model keeps employment contracts, transfers, social-insurance registration and payroll files on the national platforms — Qiwa, Ajeer, GOSI and Mudad — so the record matches reality.

Primary reference: the Recruitment Practice Rules approved by ministerial decree 119698 of 18 March 2025, read with the Labour Law (Royal Decree M/51) and the Personal Data Protection Law (Royal Decree M/148).
